Rovshan Agaev, one of the official representatives of the Union for the facilitation of economic initiatives , has stated that Azerbaijan needs to decrease considerably the costs of its state administration.

Agaev thinks that under current conditions the state should ensure more appropriate expenditures of its funds. More than 1/5 of the state budget is spent on administration, including law enforcement. Agaev says that 70% of the Azeri employed work in state institutions and there are too many of these in Azerbaijan. He suggests cutting the number of employees and abolishing certain structures which duplicate the functions of others.
