The Georgian leadership promises that the 2010 budget will be oriented on social programmes and their implementation. President Saakashvili and PM Nika Gilauri have both stated this.

MP Otar Toidze has also stated that next year's budget will be oriented on fighting poverty, assisting the vulnerable, raising salaries, providing jobs and so on.

In 2010 Georgia will hold very crucial local elections, and the promises should be seen in this context. Mayor of Tbilisi Gigi Ugulava, who is expected to stand for this post again, has promised to create more than 85 000 jobs in Tbilisi. The 2010 budget's income projection is GEL 437 million less than 2009's at GEL 6.773 billion.
