The draft budget of 2012-2014 submitted to the Russian Federation's parliament, the Duma, showed that it envisaged decreasing financial support to Abkhazia and South Ossetia, Georgia’s breakaway regions recognized by Moscow as independent states. The draft budget shows that for the development of these two entities in 2012-2014 the same amount of money is allotted as in 2011.

It is interesting however to note that the damage inflicted on Abkhazia is assessed by Abkhazians as standing at USD 10.7 bln, whereas in South Ossetia the damage totals USD 2.9 bln.
