Starting from 2009, international donors annually spend millions of dollars financing multiple projects to normalize Turkish-Armenian relations. The director of the Strategic Research Center of Azeri president Farkhad Mamedov made this statement:

The Azeri side has attempted to explain to the international community that the close borders between Armenia and Turkey are the result of Armenia’s aggressive politics and its occupation of Azeri territories. Mamedov thinks that priority is not given to opening the Armenian-Turkish border but priority is given to convincing Armenia to co-exist peacefully with its neighbor Azerbaijan which is ready to grant Karabakh a high level of autonomy within the territory of Azerbaijan.
