Problems with state budget 2013

The state budget for 2013 has not been discussed so far by the newly approved parliament. The state budget for the next year had been submitted to the parliament by the former government just before the elections. Of course the UNM did not think at all of possibly losing the elections, therefore this draft budget is full of different shortcomings and miscalculations. The strategy of the former government was very simple. They plan to win the elections and therefore manipulate with the next year’s budget as they would wish. As the saying goes in Georgia, the decisions of the winners are not discussed. UNM lost, but the country needs urgently the next year’s budget to be approved. So a team of economists, the ministry of finance and experts from different fields are doing their best to come up with a new draft for further discussion of the new parliament. The first observation of the submitting of the draft budget shows that there is a very high amount of administrative expenses. In addition, there are many items under very obscure headlines, other costs which are not detailed and there is not much transparency in the budget. All these are to be corrected by the new government.
