Georgia to Cancel 1 Billion GEL in Energy Sector Fines, Kvrivishvili Says

The Georgian Dream government will write off accumulated fines in the energy sector, a decision Georgian Dream Minister of Economy and Sustainable Development Mariam Kvrivishvili called "historic and very important" for promoting investment and sector growth.

Speaking at a meeting with representatives from the energy sector and state companies, Kvrivishvili said the total fines owed to the state amount to 1 billion GEL, mostly due to delays in project deadlines and companies failing to meet obligations under memorandums.

"We have thoroughly studied all projects and memorandums on which fines were imposed, and to ensure transparency we have made a uniform decision. Energy is extremely important for Georgia's economy and for the country's energy security and independence," Kvrivishvili said.

She explained that the write-off will come with conditions. "The first and most important step is to set new deadlines according to the type of project-whether solar, wind, or hydro-and its stage, whether research or construction. Investors will have the freedom to propose a reasonable timeframe, and the state will also define its schedule. This way, both sides have clarity on what will be implemented and when," Kvrivishvili said.

The meeting was attended by Deputy Minister Inga Pkhaladze, JSC Georgian State Electrosystem General Director Vano Zardiashvili, and ESCO General Director Tornike Kazarashvili. The minister said that the decision reflects ongoing communication and feedback with the private sector to make government decisions more effective and support investment.

"This is a historic step for the energy sector. Working closely with the private sector allows us to make better decisions and promote development," Kvrivishvili added.
