Moscow Says Abkhazia and Tskhinvali Seek Non-Use-of-Force Guarantees from Georgia

Russia says the de facto authorities in Abkhazia and Tskhinvali are seeking legally binding guarantees from Georgia that it will not use force against the two occupied regions, according to the Russian Foreign Ministry.

The ministry said Russian Deputy Foreign Minister Mikhail Galuzin met on September 23 with Oleg Bartsits, the de facto foreign minister of Abkhazia, and Konstantin Kochiev, an adviser to the de facto president of Tskhinvali.

According to the ministry, the meeting focused on security in Abkhazia and South Ossetia. It said the Abkhaz and South Ossetian sides consider legally binding non-use-of-force commitments from Tbilisi necessary to address security concerns.

The ministry also said the two de facto authorities are seeking the delimitation and subsequent demarcation of the "borders" between Georgia and Abkhazia and between Georgia and South Ossetia.
